高雄捷運局副局長周德利昨天在民進黨(新聞)交通政策小組表示，
高捷目前還有六條隧道沒有貫通，
這種貫通的土木工程本身就有比較高的危險性，
從現在起到明年三月將是高捷的坍塌危險期。
民進黨交通政策小組昨天約集交通部長林陵三及高雄捷運局代表，
進行ＢＯＴ工程檢討專案報告，
席間有立委針對高捷坍塌事件與北市捷運工程相比較，
要林陵三比較兩地工程，
哪一個問題較大？

交部稱要看契約
據轉述，
林陵三表示，
高捷雖然發生過十一次坍塌事件，
與北捷相比較，
無論次數及影響範圍，
應該都是北捷比較嚴重，
不過，他手上並沒有北捷坍塌事件的具體數字，仍須進一步查證。
泛藍立委要求交通部接管高捷，
林陵三指出，能否接管要看契約，
只不過，即便要接管，也是高市府與高捷之間的事，與交通部無關。
高雄市代理市長葉菊蘭(新聞)昨天則在高雄表示，
明年高捷會局部通車，捷運局依契約處理工安問題，目前並無解約問題。
高市副市長鄭文隆也說，停工無法解決高捷的問題，
全面停工只會帶來更大負面後果，
地下工程最危險的時候就是開挖期，如果貿然停工，
只會讓高捷延長停滯在高風險環境，因此沒有停工的考量。
葉菊蘭表示，承擔高捷意外後續處理才是需要大的勇氣，
對於外界要求高捷全面停工由交通部接管，她認為現在是勇於面對問題時候。
葉菊蘭：停工不能解決問題 她強調，「不是任何人到過工地後就可自稱為專家」，回歸專業本質，
才能真正解決問題，而停工並不能解決問題。
高雄市政府昨天並要求高捷成立獨立專業監造系統深入監工，
此機制啟動後，各種面向的捷運監工機制將多達五層，
層層監工機制是否能有效遏阻工安事故不斷的捷運工程，將成為外界觀察焦點。
新監工機制啟動前，捷運工程有Ｃ３顧問公司、高捷公司及施工的統包商三層管理機制。
分工上Ｃ３顧問公司是市府聘為品質管控，負責合約規畫、施工計畫查核等事項；
高捷則是針對工程中有危險性、高技術性、高風險性的工程進行重點監工查核；
統包商自行負責第一線施工監工。
新的監工機制除自現有團隊尋覓具豐富監工經驗人員，團隊外的土木技師專家學者都是延攬對象。
高捷公司表示，任何工程都有風險存在，尤其大地工程的不確定性更高，
希望新機制啟動後，市民能支持，給專業工程人員多鼓勵，不要打擊士氣。
